You don't want to first search for batteries, a bright beam that collapses after an hour, or a light that only works well when you have two hands free. The flashlight provides a focused beam for inspection, orientation, and signaling; the headlamp keeps your hands free for first aid, filtering water, cooking, or setting up a shelter. Which flashlight is right for an emergency kit?
First, choose based on the scenario. An emergency kit is meant to be quickly grabbed during evacuation, a prolonged outdoor power outage, a vehicle breakdown, or an unexpected overnight stay. This requires a light that is not large or heavy, but can take a beating and burns long enough on a low setting.
A handheld flashlight of about 150 to 500 lumens offers sufficient range and usable working light for most emergencies. On the highest setting, a light often provides an impressively large amount of light, but this setting is primarily intended for a brief overview, finding a route, or deterring unwanted attention.
